Noelle is a good DPS but need investment. For this stage of the game I recomend her, travler, kaeya and any other. For the gacha, Neuvilet is the best atack and Zhongli, the best defense. Gettin characters is unavoidable, just stay away of wepons banner, you can get good weapon at the blacsmith and quests.
