Snow White scares easy like that because her movie was made in the 30's, a time where women were seen as fragile little things who couldn't fend for themselves (the dwarfs saw her like that too, like the scene where they're constantly reminding her not to talk to strangers before they go mining). Beauty and the Beast was made in the 90's and even though the story itself takes place centuries ago, they still made Belle a more independent character so she could relate to that current generation of women.
