There's a reason freeze came up in regards to dancing, partying or in the middle of other prompts. It's less effective in periods of inactivity and during active moments the nature of the game mean it'll either be single target or when you are also moving making it more likely to also lose a point yourself.
I still hold that by the rules stated by Sam it is "whenever you hear the word FREEZE you freeze" and therefore any instance of someone saying "Freezing" in the bus does not fuckin count

It's far easier to tell if someone froze if they are already moving. It's not like humans ever actually freeze so it's all relative inactivity.
