Hello my programmer reads the chip reporting all 0s even if there is no chip into the socket is this normal? Shouldn't it report chip not found?

I done all as it was shown. Device instead this message "contact the seller (or how it was)", got address, like on video, but adress is 20, and i cant set it in the program microbrn. When i trying to type second digit of adress it not allows me to do this, and playing error sound)

You need to change number of port COM in Device Manager from two digits into one digit.
