Yeah it depends on whether you can choose the board request under club vision but in English its senior affiliate. Just double checked and I dont think its possible in console.

Console is quite limited in some areas, youth development being one of them, ask the board for better youth facilities ? make sure your young players have individual training schedules set up for them and also loan them out if you cant use them in the first team
