Okay now I'm worried, should I or should I not buy Nega's upgrade arsenal? Is he taking all that meseta to use to upgrade himself against poor Kai?! :'( (pity this foolish girl, I will NOT have Kai face him until ALL peeps across the game are saved and he is powered to full strength! I didn't get that far yet and I was looking at the achievement "Do NOT upgrade anything!" and wondering about that and this....)
I got most of the chips and techniques in my first playthrough, and it doesn't seem to make a difference beyond increasing your own options as the player
