The Spies martial arts training, hidden knives and other tricks are superior to Scouts speed, reaction and good dodging. Not to mention, Scout's lack of experience is his biggest disadvantage, knowing what Spy is the most experienced member of the team.
Scout could've beaten Heavy, by his speed and reflexes, he could've beaten Pyro, due to it's lack of any physicall training.
The only person Spy would've 90% probably lost, is Pyro, due to it's pyrokenesis, since Spy always spends the first half of the battle analysing his enemy, Pyro would use that time to heat itself up to the temperature enough to make Spy suffer damage from his own attacks. The only way Spy would've won that match, is if he'd act fast, and storm Pyro with atacks, untill it will fall.

I agree with one of the comments, saying that spy would be at a disadvantage in this arena.
Spy- Trained stealth assassin. more health, average to slightly above average speed. As an Assassin, he wouldn't be used to actual fights; just quick stealth kills. you try and fight with spy in game and win on a head on fight. Spy is a very experienced KILLER. Perhaps not so much in fighting. Stick scout an spy in an arena with cover and whatnot, and spy can dive about the place, and avoid scouts hits, break line of sight, use his invisibility thing, and then backstab scout.
Scout- Quick heavy hitter. He deals decent damage, has crap health, but very fast and from a rough background (if you research his story a little) Okay, Scout learning kung fu or any kind of martial art is a bit of a stretch considering his attitude. however, he is an experience fighter and has an advantage in this kind of setting. he can get in, lay on some damage, and dodge out. he has a completely open arena, and from being fast, and playing baseball, you have to have good hand eye co-ordination. He keeps spy in his line of sight, he can use reflex and speed to win a fight against an opponenet not as well versed as he is.
TLDR: Scout has the advantage of the arena because it's open and clear, while Spy is at a disadvantage because there's no cover for him to use his assassination techniques on spy, thus leaving him open for fast attacks.

Zero Stas Yes, Spy is a trained assasin, but scout is not only a "track runner" but he also has great reflexes, I mean, judging from his melees, his sport is baseball. Playing baseball results in to reflexes, since catching and hitting a ball,with a decent amount of force, in mid-air is hard. A baseball is almost as large as a fist, with scout's experience in baseball, he can do a hand-to-hand combat. plus scout's dodging skills are enough to tire spy in a hand-to-hand combat and scout is kind of a thug... assuming from the description of 'Meet the Scout', _"the Scout learned early how to problem solve with his fists."_

Mind you,Spy is intelligent,but Scout's got quite a bit more intelligence. Because while Spy was losing, he got angry..therefore,he lost focus and tried to do anything to land a hit and win. A secret rule in fighting is to always keep a clear head,no matter what your enemy does.

I HAVE AN IDEA FOR A TF2 FIGHTING GAME:
*TEAM **_FIGHTRESS_** 2*
All 9 classes would fight with their melee weapons, except it'd play like an actual fighting game, like Street Fighter or Mortal Kombat, rather than how they function in the actual TF2. They'd be able to customize all their weapons, except Engineer would be limited to just wrenches. I'll explain why, later.
_HOWEVER_
The mercs would *not* be the only playable characters. No, they'd actually be a minority, in terms of the whole roster. But, they_would_ be the only default characters. Everyone else would be unlockable.
*_SPEAKING_*_ OF EVERYBODY ELSE_
I think it's pretty obvious how Saxton Hale and Mags would fight.
Charles Darling would fight, by beating opponents with his cane.
The Administrator/Announcer would fight with her voice. Literally, a lot of her attacks involve yelling, be it through a megaphone, microphone, or even just a phone. Although, some of her attacks would involve physical melee, such as beating opponents with a mic stand, or strangling them with a mic's wire.
Ms. Pauling is a little weird. Sometimes, she'd fight with office supplies, as reference to her being an assistant and all, but other times, she'd use actual weapons, as a reference to how she's somewhat vaguely an assassin for the Administrator. _Other times_, she just outright runs over them with her motorcycle. Her complete fighting style is mostly just a a balance of these things.
The Director would fight, via various directing, movie & film equipment, for his attacks.
Merasmus would fight by whacking people with his staff, obviously. He'd only use actual Bombinomicon magic in his special attacks, such as his finisher, where he summons Monoculus.
The Horseless Headless HorseMann would pretty much just use his axe, but occasionally, he'd use other ghostly magical attacks.
Though, the ghosts of Redmond & Blumiere Mann would use ghost magic *_much_* more often, what with them both being ghosts. However, they'd still primarily utilize their canes. Oh, and they'd fight together, a la the Ice Climbers.
Speaking of Mann Brothers, Gray Mann would fight in a giant robotic mech, which would kinda resemble all the robot classes put together, to represent Mann VS. Machine.
The Civilian would just use his signature umbrella/parasol. Though, the possibilities of what he could do with it are practically endless.
Old Nick (The Australian Santa Clause) would fight, with a pair of sharpened candy canes.
Some of the characters would be relatives of the classes, such as Scout's Mom, who fights with feminine attacks, like slapping, kicking, and, well, seducing. Zhanna, Heavy's sister, would use a variety of attacks, from seduction, to Soldier-esque neck snapping. Though, most of her moves just involve plain and simple fighting game fighting.
And, Radigan Conagher, Engie's grandfather, would fight, using all of his robot arms, like the Gunslinger and Short Circuit. This is why Engi himself wouldn't use them: _They were his grandfather's inventions._
Other characters include clone characters (Femscout/Femgineer/Femspy & Classic Heavy), the Mayor of Teufort, who fights with an oversized gavel, and Lord Gaben himself, who fights by eating, crushing, and delaying his opponents. All, while pelting them with money.

I love this! The animations are awesome, the dialogue flows very well, and the BLU Spy's screams add a great amount of humor to this fight. I'm looking forward to future fights.

Spy is so much better and he actually knows some kind of martial arts in the game while the scout is just... a baseball fan. I think this guy just likes the scout amd made him overpowered while ots the other way around.

Not to mention, Pyro's pyrokenesis, Scout's bonk-infused blood, Heavy's health-enlarging sandwich, Engineer's robotic arm(gunslinger),Sniper's Jarate-soaked clothes, and Demoman's alcohol is also a cheating. So how can Spy be disqualified, if he's on equal terms?

Why it is always this time of day, some idiot with an uncreative nickname is trying to go against an obvious facts?
1.Due to the prolonged usage of Bonk, Scout's bloodstream has gone through severe changes, augmenting his speed and reflexes beyond that of a normal human.
2. Doing a Hadouken requires either the mastery of Chi manipulation(Ryu), or, as in our case, the pyrokenesis(pyro). Plus, didn't you notice what pyro is protected not only from burning, but from the HEAT as well.(if not counting the enemy pyros' attacks)
Knowing that fact, that solves the mystery of his "friendly fire".
