I’d imagine Doofenshmirtz tells each of them a different backstory so when he isn’t in the room they all talk about in and because they each know a different part of his backstory, they think he’s lying and is secretly a double agent because he couldn’t keep his story straight/it’d be stupid for one guy to have such an elaborate backstory. Then after shenanigans, Cecil steps in and has to literally tell them, yes, all the stories he told were part of his backstory and how he himself can’t believe it.
