COTAK and WFTAK are not for civilian use. We open our tutorials to the public to add to the TAK community. However, we do not have the capabilities to support civilian implementations of TAK. Thanks for the comment!

The COTAK and WFTAK servers are dedicated to the use of government first responders only. Check out TAK.gov for info on how you may implement TAK on your own.
