Bloodied or Anti-Armor with faster fire rate as your second perk and faster reload as the third would be god rolls. Look for Bloodied and Anti Armor as primary rolls, and what you get after is just a bonus. You don’t want to use VATS with the weapon because of its considerable VATS costs and to fully benefit from this weapon, you’d also want to use power armor. Using VATS in Power Armor with anyone weapon will considerably drain your Fusion Cores as well, so this weapon would best be used in Power Armor without VATS. Needless to say, you wouldn’t want any VATS legendary effects on the weapon as well. Also, the ammo for this weapon is going to be very difficult to maintain, even with farming ammo from daily ops or expeditions. It’s going to be expensive.

Its a gauss minigun, expensive ammo so you might not want to use that one until you get a decent one
