I see hwoarang is S+ tier..yet people place him on mid tier. Alot people don't know how play hwoarang that's why. Any character is good, it's the player level.
Don’t know bout that one bud his damage ain’t that great comparatively to the other top characters there’s guys that will end your struggles in 4-5 moves most of the time you gotta play perfect

Player level does matter, yes, however a full kit makes a huge difference. If this werent true KWiss wouldnt have suffered like he did against Drag.
