Modern Damascus steel is produced by mixing two or more different types of steel in the forge, known as pattern-welding. Take two different steel billets, stack the two together or weld them, put them in the forge, and fold continuously to mix everything. The end result of this is Damascus steel.
The process of annealing and etching is what reveals the patterns which come after heat-treating and some grinding.
