Since you have an AC circuit running to an inverter that supplies power to the NUC (and in turn the arduino relay control), I would suggest having a powerline ethernet device running over that line to extend your network connection to the observatory so you don't have to depend on the WiFi circuit. This way you can actually turn down the WiFi as well. It wasn't clear if you've fully integrated the inverter into your solar power/battery system and are using it to supplement the solar power to maintain battery charge.
