If he's going to be a recurring NPC that swindles people, I recommend him never _fully_ screwing over the PCs. Because you know PCs, and how they respond the NPCs that steal from them. To prevent him from being killed on sight, make sure his dealings with the PCs are mixed, rather than wholly negative. Like, he can get them what they want, but will sell it at a price far higher than what they'd get elsewhere. Or what he sells them was stolen, and the PCs have to deal with the original owners. Or it's an item sold at a bargain, but only because it's got a curse. Or he sells them a treasure map, but fails to explain all the threats that they'll stumble into along the way. Make him useful enough that the players don't want to kill him, but have enough strings attached that they're always in for an interesting time if they play along.
Another big point although that was missed in this video is a lot of the spells in the list have verbal and somatic components so it may be worth taking some sorcerer to use the meta magic subtle spell to remove the obvious verbal queues and hand gestures. I like this as a fun concept to add though especially as the reoccuring npc salesman/information broker a different face in every town.
A more appropriate instrument for a snake charmer would be shawm, which is the recorder-sized reed instrument usually seen in movies when a snake charmer shows up. Otherwise a fun-sounding build!
Another way to take this concept is as an Arcane Trickster, using snake illusions you can pretend to charm while your invisible mage hand pickpockets the audience. 🤭 Or as one of those summoner druids that summons trained snakes you can pretend to charm and control. You can even polymorph people into snakes too!
Fleshing out NPCs is a mixed bag. It's always fun to find someone that makes the world feel more concrete than just bashing through it from one situation to another but players get sidetracked when there is an allusion of depth but you really only made 3-4 NPCs per location and then you have to tell them 'no' 5-10 times to sell the point that they exhausted things to do in a city, or make them fight thugs and brigands until they decide to hit the inn for a night and get back on with the campaign. I've never attempted to make a fully homebrewed campaign and haven't played in one that worked.
Probably would've taken a Shawm instead and don't Yuan-Ti already get Animal Friendship? Still fun, actually did this in a game recently. DM brought in snakes and I'm like, sweeeet

I love the idea of this NPC meeting them in duff cities and looking duff but always sounding the same
I did a similar build once but did a two level dip into wizard enchantment school, for hypnotic gaze.
