Ah yeah my fan stays on 24/7 while playing the game but it doesnt bother me. Then again I wear noise cancelling headphones so I cant really hear my surroundings

You dont have problems with stutter ? Im using similar settings but 2k without amd fidelity, no effect optimization and none photofilter. My system is i7 10700k and 3070, i will try use this upscale .
Ahh yes save yourself a few frames my friend and know now that I think of it. Stutter free even with my pc using up extra resources due to streaming. Try using Re-Size Bar as well. Also noticed I didnt post my specs in the description. Any of those down probably makes the difference.

Oddly back then the game was released the draw distance was a lot better

I used to have max graphics on but the fans kicked on like crazy to the point where it drove me nuts.
