We don’t need a official language since all the Nordic countries understand each other’s pretty good, except for Finland and Iceland but since we all speak English fluently there will be no problem. Okay, you need a couple of beers to understand the danish but who cares, we can have the meetings in a pub.
As a Nordic resident myself I would place the capital in Gothenburgh as it is within Sweden, the biggest segment of the country but also close to the border of Norway and Oslo so it would be placed with in the economical core of the country but close to the rest of the union as it is practically at the center of the main land!
The main problem wouldn't be the language, it would be where the capital should be. It could be sorted, in a way, by having more than one capital, but one city still needs to be the main capital. I personally think it should be Stockholm, but I wouldn't mind Gothenburg, Malmö, Helsinki, Copenhagen, or Oslo
