it's too elementary to understand what you see. A couple of tools you need only are 3mm Hex key and a ratchet drive with 24mm head. Then use 6mm Hex key for a central cap. Unscrew evrythins as you see and have fun!

I live in UKRAINE, so we do have here almost everything legal or semi-legal ))) Not sure ... but have a lot of requests from this country.. mostly people think they are so cheap and exist in 13"-18" sizes ))) Anyway, spinners are wheels for sure.. but who care if we talk about our customs or police oficers ;-)
