Was There Ever a Condition on Doing One? Giving to the Poor or Tithing?

Hey guys, just as a reminder and an opportunity to hear your thoughts; with the instruction of tithing and then giving to the poor, was it do one and leave the other when 100% of everything doesn't belong to us? or do both? let me hear what you have to say down in the comments section😊.
