That the sugar that poppa likes. Not everything with a higher end blade steel has to have titanium scales. More often than not, functionally, titanium just adds more to the price tag than the effectiveness of the overall design.

The thumb hole just isn't big enough to allow a thumb flick deployment. Reversing flicking is money, though. Good knife...but could have been much better if it allowed the user to thumb flick it.
