Lunari Cultist is semi better for Varus than the Goat, because it doesn't require you to go into Targon, in terms of giving you the option if you want to pick other regions. If you're going Targon and want the gems maybe pick the goat, but giving you the option in deck building for a functionally similar card isn't bad.
I agree for the budget, it looks like they lowered their budget. As you can see, the interaction voice lines between card also become fewer. Well what can you expect from free play games, hmm..
There have been fewer voice lines recently, but the game being free to play has nothing to do with the budget. Riot's entire fortune was built from a free to play game
i think whats happening with the interactions is that since champions are being dropped in a not linear way, the interactions between the are super bambloozed between eachother. an example is norra having interactions with bard or master yi with jihn. also there aren`t any new regions anymore, so the big interactions packages are harder to make since there has to be a way to justificate their existance (it wouldn`t make sense an interaction between jarvan and viktor)

Karma quadruples doubled spells! Tested it with Momentous Choice; targeted a 9 power unit with leveled Karma on board, and the unit was buffed to 13 power! (And to confirm, when I hovered the unit, it said "+4/+0 Momentous Choice").
Chain replicating itself is pretty nasty. The only thing I dislike is how very specific Varus' level up condition is, otherwise he looks like a potentially back-breaking champion (and that's likely why he's so niche). Elixir of Wrath for example (once he's levelled up) makes him a 10 power unit with QA and Overwhelm. For just 1 mana.
How come GrappLr is confusing "grow an alle to X/X" with "Set an alle to X/X" It's not the first time Grow is not the same as Set. With grow you won't lower any stat that is higher, hence it can be used as a heal for a strong unit without lowering it's attack. Likewise the opposite is true, changing it's attack without lowering it's HP if it's higher initially

They're not getting cut from the game, LOR is getting rotation, which means certain cards (Vladimir, Irelia, and Twisted Fate), will be unplayable in a separate ranked setting, so there will be two different ranked options. Standard, where most cards in the game are legal, but some will be locked away, and Eternal, where all cards will be legal, like it is now. I believe this is to promote more varied and different deck combinations, preventing certain champions from dominating while letting others shine, without having to make significant balance changes.

In eternal mode everysingle card ever printed will be played, in standard only some cards will be playable. A lot of other cards game have a similiar thing
