For that last one, it's not illegal to sit in the driver's seat and start the engine if you don't have a license just as long as you don't put the vehicle in drive or reverse and start moving.

No he did not have any drugs on him, his friend had the drugs. They were harassing him just because of the place he was at and they put him in cuffs because of that and the fact that he was sitting in the driver's seat of a vehicle with a running engine and he did not have a license which is the point I'm trying to make in the end they had nothing on this guy he had no drugs on him and it's not illegal to sit in the driver's seat of a running vehicle without a license you just can't operate it on roadways
