No, it not lack of "tak[ing] time to figure out to read it properly," but rather a judgement either on school system ie. showed up every day but did not get extra help learning to read proficiently OR he rarely went to school so did not learn to read proficiently or write.

It's ridiculous, but the worst part is that these incompetents pose a threat to society by releasing criminals that common sense tells us that they have a high risk of reoffending.

How does anyone nevermind him call raping and molesting a child or children "a mistake" ???
That word in itself understates and undermines what has been done to a child.
It plays down the seriousness of the trauma caused to the child.
Mistakes are things that can be rectified.
Raping and molesting a child isn't something that can be rectified. These are evil and despicable wrongs perpetrated on our most vulnerable.
This is harm , this is hurt , this is abuse, this is evildoing at it's worst.

I noticed this when I was in jail, too. I suspect it's a combination of things. One is that the smarter criminals are less likely to get caught. Another is that low IQed people may not be smart enough to understand the law and follow it, or understand why what they're doing is wrong. Yet another is that heavy drug use probably diminishes people's cognitive abilities. I'm sure there are more reasons. The end result? Jail is full of dull people.
