  • The Māori customary practice of creating adornments from whale bone and other whale material is being revived, however the harvest of beached whales that have died is still heavily restricted and those trying to travel with whalebone taonga are often blocked at the border. Māori creatives Muaupoko carver Sian Montgomery-Neutze, carvers Bernard Makoare, Rangi Kipa. and Taranaki artist Ngāhina Hohaia travelled to The Pacific Festival of Arts and Culture in Hawai’i, USA, in June this year to showcase their tohorā taonga but permits were denied by U.S customs under the Convention on International Trade in Endangered Species (CITES), because they were made from whale materials including whale tooth and baleen sinew. Department of Conservation (DOC) Deputy Director-General Ruth Isaac explains why they couldn’t assist the artists to travel with their taonga.

I read from the comment's, this is not a story about identity politics, it's about NZ whale bone entering into the United States. They didn't go out and kill the whale, it's from an already dead deceased whale. That story alone where the whale is recycled to make precious toanga is a brilliant NZ story. The law is the law unfortunately, and you only have to look at the African Rhino to understand why they make these laws. Good luck, and beautiful taonga, congratulations.

Dont have the festival in America. Keep the festival in the pacific where these taonga live. Dont moan about another countries practices. Maori of all ppl know what its like to have our own practices manipulated for non maori benefit.

@@missshante808 my bad🙃I meant to mean American laws and unfortunately for Hawaii it comes under America. If the Hawaiians are unhappy about it they can, but our ppl don't have a say in that. They have their own country and they wouldn't have Hawaiians expressing their dismay if it were the other way around.

So, some countries (well one in particular) can slaughter whales on a pretext but, a country or countries that honour the passing of a whale by creating a taonga can't possess it‽ What nonsense that is. I absolutely understand the purpose of CITES but these taonga are not being created for sale and technically although the permit SAYS export, they're not being exported but are travelling WITH their guardians and will be returning to their country of origin with them. There should be some way around it. Also, thank you DOC, for showing good sense in this.

Simple, just use Tohorā bone that is older than the 1975 UN rule.
Or better yet take it out of America and have it in Fiji,Tonga, Samoa or 100s of other pacific islands.

You have to respect the laws of other countries. There should be no special treatment for anyone. That is NOT a hindrance to Maori. Do whatever you want in your own country, but you can not expect other countries to change thier law for your culture or beliefs right? In the world we live this is what Maori think is a hindrance how shallow.

    • @Monty-ib9bj

These laws are coming from nations who'd decimated the populations of whales over the centuries. A cetaceaned whale is of a natural occurrence. Cultural and traditional practices amongst indigenous nations are relevant. Conservationists can be their own worst enemies at times. Now, thats 'shallow'.

These laws were not made by Hawaii.. the country that held this event. Just like Aotearoa, they did not cede sovereignty. The issue is the Colonial Karen.

People of all cultures and nationalities want their "rules" followed in the countries they visit. One example is a private ship owner who sailed to New Zealand to find the rules were stricter here than his own country. He not only escaped prosecution but forced our law to change because he fought for his case until it was seen by our high court. We now use this example when studying "Compliance" in New Zealand. Another, is the exemption Muslims have when all other people are expected to remove headwear when entering a bank in New Zealand.
This is not a racist comment, these are facts. Maybe the (previous) New Zealand Governments were more lenient and respectful, or maybe the rules need to be challenged until there the government and other leaders get it right.
But asking for cultural sensitivity is never wrong or shallow.
We Māori have respect, for all countries... including those that colonised us and those people that come to our small piece of heaven to call it home. This was shown with the beautiful powhiri for the Moananui Aa Kiwa people at our Kings koroneihana, where many of our Maori protocol were made lenient to welcome our guests and family from many places. It was a celebration, people coming together with a common purpose. I am proud of our people for showing what true connections are.

I wonder if a few Huia were still alive would some Maori want them dead for their feathers to take to a festival because it's cultural practice . These laws are in place to protect because humans are good and bad .Whale teeth have being stolen out of the dead whales months before the rightful people had access .These laws would stop those teeth being sent out of the country .

They transformed a Tohora (that was not killed by them) into a form to be forever honoured. I think your "wonder" comes from a colonial lens that looks at all living entities in money value... while indigenous lens looks beyond. Those laws exist as a byproduct of that colonial lens.
