I would argue B+ or A- simply because of the versatility of being able to attack twice of move 7 spaces. Not a lot of characters supply that kind of option.
Also, the Overwhelm Special Attack, because of it's status as a special attack, allows her to clear units such as Warriors of Ashra, Deathreavers, and Samurai without triggering their special defenses.
I found Irene to be a great counter draft for defensive melee armies like samurais and ashras, as that special rips through them, and her durability lets her stay around long enough to deal damage
