    As someone with 30+ years experience in Maryland with the Federal Government, I can tell you this kind of command structure is put in place to prevent any single person from being held responsible when things go sideways. I've seen the progression towards this "leadership" structure for projects big and small, and it rarely works as well as a single, experienced person in charge.

    My ICS geek side is having a blast, here. Unified command? Not a fan. At some point, one person decides where the incident is headed, and everyone else marches. With multiple operations going on at once, there will always be conflict. Conflict isn't, in and of itself, bad. What is bad is unresolved, or poorly resolved conflict. I agree with the Boss. One person, one voice, one place where the ultimate responsibility resides.

    Hi Sal. I understand your passion for the unified command, and i like you have a vast fire background. Im a retired Fire Chief with 32 years experience and ive been on type 1 and type 2 national teams as well as type 3 through type 6 incidents. The issue which is blaringly obvious is it would be impossible to obtain a "Delegation of Authority " which would be mandatory if you were to have only one IC. Not going to happen in this case. Way to many political factions. Lets just hope they all continue to play nice in the sandbox together.

    For those who don’t already know, Gov moore (and the others) have been doing daily press conferences every day this week, at 3pm et. We haven’t been able to hear the reports asking questions but hopefully they will get that fixed, especially if these are going to continue to be a daily thing.

    Wonderful - putting a governor, especially a MD governor, in charge of anything will ensure your pockets are going to be picked.....big time. We've heard about "10% for the big guy". Make that 25% for the big guy when you have an emergency situation like this with any governor with his fingers in the pie.

    Sal, a general question: You mentioned HAZMAT containers are likely stored near the bow. You said it in a way that suggested this is SOP for container ships. I was curious as to why. (Stability? Keeping it away from the crew quarters? something else?)

    • @wgowshipping
      @wgowshipping  Месяц назад +12

      They are outside the hull in case of fire. They are forward so that they are away from the engine and propulsion machinery aft. The crew, should there be a fire can set up a water barrier to prevent spread aft. If they were in the middle, they would have to fight the fire from two sides with a crew of 22.

      @@carolynallen9016 The way government operates in super slo-mo, don't count on it taking 3-5 years. Removing debris and clean up will be the easy part. The hard part will be bridge design and construction. Everyone will be jockeying for position about what design should be used, because everyone will want to take credit for the new bridge design. Then there is the spectre of azzhole environmental groups filing lawsuits for whatever reason they can conjure up.
      Based on the way every other infrastructure project runs way behind schedule and way over budget, I'll bet it will be 7-8 years before the bridge is completed and reopened.

    Couldn’t agree more. Absolutely right about ICS. If I may add, I’ve seen ICS work brilliantly and I’ve seen ICS crash & burn. The times it worked it was agencies that have worked and/or trained together prior & everyone knew & stayed in their lanes & supported each other. The times it failed was agencies that were forced together by circumstance and no prior experience working together. That’s when egos seemed to run amok! This would seem like one of those unprecedented situations.
