The Trooper gambles for the headshot which if landed ensures the target is put down and cannot fire back, while Costner goes for the more reliable target of the chest. It pays off, but just barely, if the trooper's shot had been about a half inch more true, he'd be alive to tell the tale of how he took down Murph.

What I mean is, you could reasonably believe that there would be one random state trooper out there who would be insane enough to say "Yup, I haven't got any notches on my belt at the age of 55 and I'm ready to take the ultimate gamble and have a shootout with a multiple felon on my own". It actually makes perfect sense if you think about it in that context.
You can tell he was an experienced gunfighter too, in fact he almost took Costner's head off. I still know cops that uses .38 revolvers as main gun along with rapid reloaders. Because they don't trust pistols. I also like more revolvers. Inspires me more trust in reliability.
You would have to be slow as fuck not to be able to outdraw a shoulder holder. The should hosted would most likely not pull off correctly and mess up the shot. Plus, it would have to be a dual action semi auto with one in the chamber already.
They really should have had the trooper shoot first and have Costner be saved by the mid air collusion. The guy had a quickdraw holster for gods sake lol

It is commonly known that if the Sheriff, state troopers, police, etc.., stop you while you are driving you are suppose to pull aside and remain IN the car, hands on the wheel. Cevin Costner got off the car and the Sheriff immediately knew the guy was going to give him trouble. Immediately as he got off his car, he looked around to make sure that Costner didn't have any back up. He then drew his revolver, branishing it as a signal to say" hey I am not fucking around here". Costner immediately knew that he had to fight. So he took his coat off to expose his guns. He then greeted the Sheriff which in his turn replied " this is a great day" cause he knew where this was going towards. These two were communicating more in body language than in words. Once Costner coat came off he showed the sheriff what time it was. Sheriff was a bad was though.. Anybody that has a revolver and the cylinders rotate that long... Walk away or give up. Costner got lucky, he cant die or the movie would be over with 😆

But the sheriff sent a message to him after he got out by showing off his samurai skills with his revolver. The message was unspoken, so I will translate: "I am the law around here, and we are both here alone on this desolate highway, I will not hesitate to kill you if you reach for a gun. In fact I would enjoy it, so don't try me." When costner's character receives this message he decides to respond with his own unspoken message by taking off his jacket and revealing his two pistols. Translation: You think you're a tough cowboy huh? You think you have authority over me? Well some bad guys you shouldn't f**k with, and I just happen to be one of them bad guys. These two heaters I carry will attest to that. So, you wanna see who's the real authority here, then draw. Otherwise get back in your car and enjoy the rest of your day while you still can. Your move."
Sweeeeet revolver!!! I sold my ruger stainless steel Blackhawk with a 4" barrel with a walnut grip. It was chambered in 357 magnum. I still kick myself!!! I think the trooper died happy. He went down with his boots on.

The bullets collided. Both the tropper and Kevin would have been dead.However tropper bullet bounced upwards and brushed Kevin On the cheek while Kevin's bullet got the tropper. Overall great movie scene.
