I think the movie really tried to make it as open and ambiguous as possible, but my opinion is that she didn't cheat, we have very explicit scenes and dialogue about Owen, but if you can recall, when Ansgar makes a move on Brooke in the apartment, just before the kiss you can hear Brooke whisper "I can't" which makes me think she turned down Ansgar and they didn't have sex so, in my opinion, Brooke didn't cheat on Owen.

Brook cheated in the end if you look at the flowers in ansgar hotel room its the same when she woke up in the morning and called Owen. The white flowers 💐 are the secret to the truth. Brook cheated in the end, well played and shot as a movie that's what the director wanted you to catch.

Also when you have the scene back to that event it was basically Brooke narrating a story on her own terms not an actual event, notice how it's like a flashback. So, she was cheating on him.
