Why is there a bathtub spout at the bottom of your shower?

I think it's to test the water with your feet before turning the shower head on. Also makes the shower a bit easier to clean. I stayed at my uncle's house a few times as a kid (which had a very fancy bathroom) and his shower had one of these.
