I've seen several people - like chrisfix and others - use a heat gun to rejuvenate the black plastic outer trim on cars as well as interior faded and sun damaged plastic on dashes and door panels.
My HHR living in Florida all it's life and mostly stored outside has suffered greatly on the tops of the door panels, so I thought I'd see how it works in this instance.
As I mention in the video, it's a mixed bag. I think there can be a point where plastic is too far gone and no longer has enough oil in it to blend back into the dried out parts. At least not without accidentally melting it and ruining the texture in the process.
Regardless, it is a smart idea to use 303 on it after to help keep it from getting worse. If one uses 303 regularly from the start, this may never happen at all in most situations.
