    The International Paralympic Committee (IPC) is the global governing body of the Paralympic Movement.     the girls you mean are from TeamGB? Yea Victoria Pendleton tied her waist also during the Victory Ceremony. I think its sort of a fashion, tie em up for the curves. :)
