Yeah it's the throttle body, I had the same problem with my Magnum, but I couldn't get it adjusted had to put it on a machine, but that's exactly what it is

Sounds like you need to adjust it a little still. Loosen the screws up holding it in place and adjust it until you get it in range I would shoot for 4.5ish and make sure you have selected the right setting on the meter plus I would check its continunity (+ white/red stripe and - green/red stripe) then turn your meter onto ohms/resistance/continuity and if it reads 0.0 it means the hard switch is on and you can plug it back in then paperclip your other connection (+ white wire and - black wire) with the meter set to direct current and loosen the screws to move the unit forward or backwards until in its proper range. If the continuity test reads higher than 0.0 unplug the harness connection (lower connection) for a few seconds and plug it back in it may take a few times. This info was found from another RUclips video with a great video and step by step instructions located here m.ruclips.net/video/i37NIF_SUCQ/видео.html

old video, but there are soooo many. more problems going on with that car and I'm sure it isn't the TPS as long as it adjusted and switches to "closed".
