@@Kaijufan360 yeah both Maccer and Paul were voiced by Brits. Maccer was voiced by Shaun Ryder while Paul was voiced by Danny Dyer.

Maccer maybe is the weirdest character in this mission, but in the end, he is the only one caring and worrying about CJ about backup when CJ goes to St. Mark Bistro, not Ken Rosenberg CJ always care about

I remember when I played the game how I'd stop my car, pull out a sniper rifle, headshot the driver and then blow up his car after ramming my car all of a sudden.
I usually just pull them out by shooting their tires then burning them to death with a flamethrower because i hate them for wrecking my car
same but i pull a Heat Seeking Bazooka or RPG instead

Kent Paul was so annoying in GTA Vice City. However, here in GTA San Andreas, he had a great improvement. He’s snarkier and more sarcastic than before. Tommy must have knocked some sense into him and turned him into a sarcastic yet caring individual.

Maccer is from Salford(Manchester). So, it's very likely.
I'd say it's more likely a parody of Ian Brown, the lead singer of the Stone Roses who also has a song that's in the game.
@@imkyle4life I see him as a blend of Ian Brown and Shaun Ryder of Happy Mondays, who voices him. Brown was more of a weed head and not really a hard partying type but Shaun Ryder was known for going on wild binges and disappearing for long stretches of time.

They screwed their girls and gave them diseases, by what i got understood
It’s heavily implied that one of them gave all the snake farmers “young un’s” herpes suggested from the line that they gave the the red bumpies. It was most likely Maccer.
