At my college, we did something similar to this in my physics class. Because the hot dog has a salt solution inside of it, it makes it a good electrolyte, So electricity is able to pass through. And because of the law of conservation of energy, since the hot dog is used as a conductor, it also produces heat and cooks it. I've always thought this was an interesting way to cook them :)
