I've deployed Scots/Irish pipe and drums at high volume and deep bass on my neighbors who also have no regard or respect for peace and quiet... at ANY time day or night. I've discovered that it has positive results covering Rap bass. I have other pieces of ordinance in my arsenal that are variously effective in shutting my neighbors down: Chinese Opera works well during the day but it lacks bass notes. Mongolian Throat singing is effective but not easy to locate online. Cat fights also work rather well during the day. I tried recordings of artillery fire and that yielded instant results. And right up there with Scots/Irish pipe and drums are those big Japanese Taiko drums. I crank that up and bloody hell!... it rattles everything! Shuts them down right away. To the descendants it’s a rally cry it speaks to their people, to the enemy it’s a warning it turns the battles that any Celt is involved with into frenzies that go beyond control of orders. This is why the British tried to ban them from having bagpipes in their communities, because they aren’t just a musical instruments, bagpipes are an instrument for war, and when the Brit’s were occupying Scotland and Ireland back in dark and Middle Ages, the Brit’s feared the bagpipes that much that they tried to eradicate them from existence.
