Not if you use sidereal astrology; then most of the time when the rising or any sign is less than 23 degrees you will become your tropical 12th house and your tropical 1st house of your "enegetic self" will become the 2nd house of voice and face, and because the second house is an earth house it also becomes the house of your physical body which was created on earth. So I can look at my chart and I have a lot of overlapping I have Neptune according to the chart in the way it narrates what's where in the second house governed by Sagittarius and its retrograde but when I look at it it's clear to me that it's in the first house where Scorpio is I thought that was pretty interesting
