Last week during my Kislev campaign I wiped out man Fred's Army which was immediately resurrected at 60% strength & immediately attached my Army again I had to wipe out the Army four times the one turn for it to stay dead
That sounds like it could be a bug? If you defeat any army twice in the same turn it is dead forever. Even Vampire Counts armies. Just like any other army once they've lost a battle and "retreat" on the campaign map they are unable to retreat again and will suffer total annihilation once destroyed. The Vampire Counts do have an ability called "The Dead Rise Again" - I mention it in the video but don't explain it. The short version is that they have a chance to resurrect troops after a battle based on a few different factors. One major factor is the Vampiric Corruption in that territory. So if you're fighting them in their own territory it's very likely to see them revive many troops even after a loss! However two losses in the same turn would still result in total destruction of their army. There could be exceptions if you have any mods active and aren't just playing vanilla base game. I don't play with any mods myself but I'm sure there are some out there which could have side effects like that - or it may even be an intended feature of SFO or something like that. Just make sure that you either fight them twice on your own turn or trap them in a settlement, otherwise you give them chances to replenish troops through Raise Dead and overcome losses as well.
