I think you have to have completed the dual exotic class mission at least once. Then you can go on the grind opening chests in the Pale Heart. I think you get one about every 20 chests or so.

You have to do Dual Destiny or have them unlocked from the Halloween event, once unlocked farm them from overthrow or Xur
