I dunno what are the specific of cyrodil political-social-economic system but i thought because they have lords in major cities that means they mainly cover their expenses but it can also be that the money is firstly going into Imperial chests and then after financial plan is made a portion is redistributed through the land.
That would be because Bethesda tried to make Oblivion have a lotr vibe because of the popularity of the movies at the time, so they could get more people to play their game, that being said, which designs are ripped off exactly? Because oblivion is really it's own thing and nothing in it looks like designs in the lotr movies, at least to my knowledge, I played the game and watched the movies enough to notice that.
@@yohan9101 the imperial city and the imperial armor in Oblivion are based off Gondor in color grading and style, just like Skyrim armor, weapons and city designs, specially Whiterun are based off Rohan.
