It's because other states bus their homeless in to get rid of the problem on their side and the weather is good year round if you have to be outdoors all day.
Visit Caesar Chavez park for fresh feces daily. Old sac has urine puddles so big you can swim in them. Discovery park is known as doodoo park. Vote blue! 😂

Portland, Oregon has a much much worse homeless crisis not even close. It's also referred to as tent city lol!
