- Largely due to the fact that he is begrudgingly stuck being immortal, Dr. Bright is known to be a jokester from time to time at the SCP Foundation.
There is a list of things Dr Bright is not allowed to do at the foundation.
This video explains one of those things.

To be fair when the 05 does something that can be considered inhumane, it's usually to stop something even worse. This was just a petty waste pf time that served no real purpose.

Edit: Sorry I only just remembered, there is no single 05 council any more than there is one single SCP foundation. The 05 council involved in the scps and tales that I am most familiar with is a morally questionable organization which often needs to be reigned in, while I would assume that your 05 council is more altruistic. Both are correct, both are wrong.

You know how valuable you are when the 05 council reprimands you like a child 12 times a week? Honestly kinda shocked he isn't part of the council, as his knowledge is probably on par with theirs. Guess they needed a mascot that isn't... I was gonna say threat to humanity, but Dr. Bright is actually probably the most dangerous SCP of all. He can clone himself, damn near unkillable with prep time, and has vast knowledge of the foundation and how it works and the SCPs. A rogue Dr. Bright is potentially an XK class scenario.
