It's usually how I explain to English speakers how to say her name: "swee-say".

As i know Hololive (the group that Suisei in) use motion capture suit in earlier days and camera to capture the facial expression . However, Sony has launched the Mocopi, the lighter sensor that can strap on clothes for motion capture.
Suisei definitely not using mocopi here, if you want an example of it try recent Nenechi stream with it. Most probably she's using the usual Hololive setup as the tracking is pretty much the same.
Outside of some tests, I don't think hololive uses it as all their tech is inhouse cover corp stuff. Though it because it's a Sony channel (and assuming a Sony studio) they might be using something developed by them.

I don't think the tech is that there is a person there and its getting replaced real time, its just them putting on a tracking suit and facial recognition capturing their face which is all rendered together to make it look like that, so in reality its her there with everyone in the room and just her shot is replaced by the avatar post edit.
To clarify it's not quite like a filter where it can fail and show the real person behind it, this in particular looks more like motion capture that's done for movies and video games where the movement data is put onto a virtual character in post But generally, vtuber software allows you to use a camera to track your movements and map them onto the 3d or 2d virtual character on a greenscreen in real-time, that you can then chroma-key onto whatever you're doing. The real camera is never output to the screen at all, it's just used to create the movement so there's no chance of accidental face reveals!
