Okabe Rintarou: An Observer who discovered the secrets of bending time. Her decision to sacrifice herself saved his childhood friend's life, only to find she would still die. After failing over, and over, and over, and over again did see the truth of how the world didn't rest on his shoulders alone. After rebuilding the very machine which was the source of the horror and suffering, he leaped back over and over again. Only to be unexpectedly be sent to the future, where he realized the true nature of the cruel fate which awaited the world, no longer in just his mind, but also in his heart. His resolve built, he traveled back to the past by over 3000 time leaps. After making it to the present, he truly relied on those around him, convinced those he could to help him, and found the Gate of Steiner, the Doorway of the Stone of Destiny. After making it to 2025, after surviving the initial onslaught of WWIII, he had founded a rebellion against the world. Having obtained a time machine his trusted allies, friends, and family worked hard to create and protect, he rescued his childhood friend and her guardian from the time far far away. And in doing so he opened the Gate, so that the future was no longer fated to destruction. And after entering the world-line, he never gave up his resolve to protect the ones he loves. And thus, the Gate remains, for others to find. What possibilities exist now? Infinite.
The "R" world-line could be the medium all Observers travel through, since when Okabe first shifted to the alpha world-line, he was all alone as far as we could see (at least in the anime). The R world-line exists to hold Observers while the world-line shifts, mainly to hold them momentarily.
what happened in the first episode was not explained in the anime, when the "satellite" crashed into the building, the entire area (maybe all akihabara) was closed / evacuated but kyouma went there to see it so thats why nobody was there but them.
