Stain saw that Midoriya had the qualities of a real hero, but the reason he attacked that Nomu is because he despises "villains waving around their power" just as much as fake heroes.
Stain has such a presence that his bloodlust was so paralyzing to everyone who felt it. He exudes an aura. Similar to how All Might created an aura of fear last season to those goons with his sheer power and expression alone.
You guys aren't the first reactors to be confused by that last Stain scene. What you saw was essentially a visual trope in anime where the bad guy (or good guy in some cases) exudes pressure or energy that isn't visible, but is felt by the characters. In this case everyone felt the pressure and seriousness (could argue blood-lust) from Stain and they were all frozen in fear.

Edeavor wasn't arrogant in this scene, he didn't know Gran Torino, and he was impressed that he was still doing great at this age. As for the Do Nomu they fought, he was able to absorb and release, Nomu deflected part of the fire attack towards Endeavor and Gran Torino, then Nomu increased his muscle mass and wanted to use his weird tongue but Gran Torino was faster

Ok so it's hard to explain, but they were paralyzed by his...convictions? I guess? It's like they could sense his aura and his essence. It's like when you look at someone and you can tell from the look in their eyes that they are 100% serious? It's hard to explain but that's essentially what that final scene was
They were intimidated by his resolve and tenacity. He basically scared them into losing their will to fight. All the red aura stuff is just a visual representation of that. Not an actual thing that happened. That's how you explain it.
That wasn't any kind of power at the end. That was just a visual representation of Stain's "blood lust". His resolve and tenacity was intimidating everybody else into losing the will to fight. This is a common trope in anime.
Yeah Stain's bloodlust was so overwhelming that he had everyone shook in that moment. They were all scared of just him for a moment, even Endeavour was taken aback by him.
Yeah others have explained already but Stain was essentially exuding his intent to kill. Everyone froze from the pressure of his aura. It happens in many other anime but one that shows this effect quite often is Hunter x Hunter
Stain respects those who has the TRUE essence of being a Hero. Like fighting a battle which is not yours just to save people. He doesn't like Heroes who he thinks was doing their job for money, fame, personal grudges or anything that can describe as selfish desire. That's a reason he saved Midoriya from the Nomu. So that the society can still have this perfect example of a hero. And also he doesn't like those who show off their quirks that basically the villains does.
There's a My Hero side series called Vigilantes that I pray gets animated one day. It's set before the main series and features Iida's brother quite a bit. Really drills home how nice of a guy he is and really not the kind of hero Stain should have been targeting, but someone like him was also perfect to promote his campaign.

A "power waving" villain is there. Saving Deku was just killing two birds with one stone. Saving a potential hero and getting rid of a weight-swinging villain. The speech at the end was unrelated to saving Deku and was actually triggered by the other heros trying to rally up and gang up on him. He called them what he calls every other hero, "fakes". He then responds to their challenge by saying only All Might is allowed to get him

All-Might's hair isn't the source of his power. It was just a way for Midoriya to eat some of his DNA. It could have been any part of his body, skin, blood, spit, bones, fingernails, etc. Hair was just the least gross thing to eat.
One of the reasons Endeavor was such a terrible father was because he's one of the greatest heroes of his time and neglected his family in the process, on top of being abusive. Anime has a trope where people with unwavering convictions and strong commitment to ideals, or have an immense or intimidating presence about them, visually show it radiating off of them and it can physically affect people. If Avengers was an Anime, Thanos would be radiating a similar aura of intimidation and fear. All Might has that aura of intimidation that causes minor villains to back down without even a fight, Stain has is too, he literally intimidated that entire crowd of pro heroes (including the Number 2) into standing there quaking in their boots until he passed out.
In season 1 when All Migh confronts Shigaraki and the Nomu, when Shigaraki explains to him his false motives to do evil, All Might tells him that he is lying, because people who do bad deeds for a just cause have beliefs. and that it shows in their eyes while Shigariki's eyes shows that he only want to rampage for his amusement. Well that's exactly the case with Stain here, doing bad deeds for a just cause. Ida realizes it during the fight. Stain doesn't want to kill Izuku and Shoto, because they care more about the welfare of the victims there than themselves. Stain tells Ida: "Before you want to kill me, first save the victim, right?" that's why he doesn't consider Ida a real hero, because Ida came first for his revenge. The only one he considers a true hero is All Might, because he refuses all the tributes and honor that we want to give him, he saves people physically and mentally by laughing to reassure them while he saves them, he does not take advantage of his image, etc. Stain considers All might to be the only one in this case, although he recognizes the value of Izuku and Shoto. It was for this reason that he saved Izuku from the flying Nomu. He punishes the fake heroes who only do it for fame or money, as well as the villains who only think about lashing out. In the end, all the heroes (even Endeavor) freezed because of the aura of determination that Stain exudes. Izuku puts it right at the end: "He hadn't licked anyone's blood, and yet, at that precise moment, Stain was the only one stepping forward to face his opponents." He was the only one who just stuck to his beliefs, and he was quite determined to die for them at this moment while he was wounded and alone in front of heroes in numerical superiority and even the number 2 of them. That's what got them all freezed.
I love the Hero Killer’s character. He isn’t necessarily a villain but an anti hero. Against The heroes who aren’t in it for the right reasons. That is why he took a liking to Deku throughout the battle and was going to spare him. It wasn’t a power that he showed again more like intimidation and standing up to fight for what he believes in. He’s not dead.
Stain hates false heroes and villains without conviction, chaos and violence without any reason and justification, this is what he hates, additionally he wanted to save Midorye who in his opinion will be a real hero
