If R3 is lower than higher value of base current requires for T3? ? Basically, for input =1, T3 will be in saturation region and in saturation region, if R3 is lower dn high current will flow through transistor means high charge and it will add delay at a time of state change of output.

It should be in saturation region. But due lesser potential at collector, next stage transistor will be off.
