It's just the .50 cal pistol available only for special edition and collection edition holders of the game. The gold is just a paint job for it I believe, available in all weapons I think.

Is there a level gate to get these to spawn? Ive been out there multiple times at the designated time and nothing ever spawns.

no it doesn't...they removed them from spawning and placed em in GTAO mode only now...why I have no idea...as GTAO is already getting tons of DLC

Only other pistol I use is the AP. The eagle is so good and decent at long range too.
