@barnalirc25 most of the the plastic is used by namkeen food manufacturing companies like kurkure, lays and water bottle companies they are never going to ban this because there is no substitute for this kind of product packaging and we all know that government is funded by this big multinational companies so they are never going to put this companies in loss for them money is everything they are purchasing pure organic fruits and vegetables and pure water which is costly
they are doing what they need to fullfil there luxury desire and most of the people are unable to fulfill there regular needs as most of the resources is used by big companies and big people.

It is the time to not to blame each other it's time to rise above ideologies and innovate explore more and more to achieve sustainable development. And above this polythene can not be used in daily packaging, becoz they are easily soluble In water which will eventually harm the market, but it should be used In packaging daily food and in other things which can be consumed at the same day. Government has launched many programs for electronic cars, ethanol market, jatropha oil(jet fuel), this will take time as we are 1.35 billion in number belonging to different communities having different ideologies and views but now it's time to surpass all these and dedicatly work for the environmental.

Non liquid to le jaa skte ho.... Mostly hum non liquid hi use Karte hai...
No mate , It get's dissolved directly only in warm water. Normal temperature water takes about a month to eat it. So it's completely efficient even in rain and we can store liquid items in it for short period of time

But a suggestion, please see to it if the water soluble property of this bag can be controlled. It's biodegradability could be it being decomposed in the soil itself as plastic bags popularity is not only because of its cost but also because it is water resistant.
So practically these bags would be a greater success and of greater help if they are NOT water soluble
