  • An electric rides clampdown has started. With the London e-scooter rental trials commencing June 6th, privately owned electric personal vehicles are being seized. After watching the events unfold online, Eilis reached out to Riccardo (Carve electric UK) and Rob (Rideables) to find out what exactly is going on.

      I think it’s because some scooters can be modified to go faster than they normally would, renting them makes this concept harder or nearly impossible to do

    Let's face it, the UK government doesn't want people to travel for free without effort, they want to keep taxing your fuel or charging ridiculous prices for public transport especially train services. There are responsible people out there and I'm one of them. Why not allow us to tax, insure and MOT our e-scooters because if the price is reasonable I wouldn't hesitate.

      why have a electric scooter taxed?, it has two wheels it dose not go faster the 15mph, it’s in the same category as a bicycle, and by the way cyclists over take me, the fact that the government has not allowed electric scooter on the road not even till this day and they have been on the road for a few years make you desperate “ok tax me so i can be on the road” you should not fall in to a desperate mind set, the government has plenty of time to allow scooter on the road and yet nothing has been done but they are hard at work giving fines.

      @@ele_112 No need for road fund licence just Insurance so if you cause damage to other insured drivers we can claim of your Insurance instead of paying for panel damage to our cars ourselves or if you injure a pedestrian you can pay the hospital bill for them and pay their wages while off recovering

      @@barbaraneville5036 i get what your saying about just “in case”, bicycles never had insurance, why is this so special electric scooters considered? for insurance, my scooter runs at 15mph bicycles over take me, and i’m not saying about electric bicycles which go faster, to me sounds like the electric scooter community is desperate( please take my money so i can ride on the street), about the electric bicycle community i had not seen people the same signs of desperation.

      No. First privately owned scooters are not being made legal next year. Second the reason for the crackdown is to stop u using yr own scooter and force u to use a rental scooter. Big business is pushing the agenda follow the money

      @@Spitfire67UK really that's what you think... When these were bought on to the market they were not legal to ride on the public highway, the road traffic act defined what is legal. Riding a vehicle without insurance is an offence and should be punished. One day these are likely to be legal but until then obey the rules. The majority of the riders i see are dangerous riding the wrong side of the road, on the pavement, through parks until they are legal and responsibility ridden they should not be anywhere near the public, if you wanta green way to get around ride a bike.

From reading yr comment I guess yr not fussed because u don’t want them period. Scooters are currently being trialed in my town. So it is legal to use them here. But only on roads and cycle paths of course. My point is why should I have to pay big business £35 a month for ever to hire a scooter when I could buy my own? How would car owners feel if the government announced from July can only drive hire cars? The only reason this decision is being taken is big business has lobbied the government and no doubt greased a few palms, or should that be bought a few rolls of wallpaper

      @@Spitfire67UK my point is that they are not as yet legal, imo they shouldn't even be in shops until they are, I have no problem with them once they are legal but until then they should not be on the road. The users are often unlicensed, uninsured and have no apparent road sense, they are a motor vehicle and as such are subject to the laws that govern motor vehicles and as they do not meet the necessary standards for a road legal vehicle then they should not be allowed on the road. The law already supports the use of bikes, mopeds, motorbikes, cars, vans, lorries.
      Stop feeling hard done by because you choose an illegal form of transport and then complain that the police are enforcing against you. It would be the same if someone decided to drive an f1 car down the road.

    In Sweden they've kept it fairly simple. As long as the scooter rides at fastetst 20km/h and a power at 250W it counts as a normal bike while if it doesn't reach any of those it counts as a electric moped and then there's other requirements for reflexes, lights and brakes.

      Then they would conclude that people don't want scooters and so would be less inclined to make them legal. The rental ones are for a trial to gather data with a view to what needs to be done to legalise scooters.

      I am selling my e-scooter now and have bought an e-bike instead. Don't want the points on the licence. Its not worth it. By the time they make it legal police would probably start fining in my area. Can't do the trial even if you want because my borough doesn't do it. A lot of idiots here too.

      I followed one of these things along a town street a few weeks back, and it was swerving *all* over place due to it's tiny wheels and pi$$ poor directional control. I felt a great deal of anxiety being stuck behind it.... They should be banned. They aren't safe to be used on public roads. Buy a bicycle.

      With respect, the Government hasn't crapped on you Bob, it's your lack of understanding of the law which has let you down. They are classed as motor vehicles, and as such the scooter needs to be registered and (road) taxed, with the rider having insurance cover. You also cannot ride on the pavement. Motor vehicles are not permitted to use the pavement. It's simply a case of you not knowing the full extent of the law, as it currently stands. Were you aware it is still illegal to beat or clean a carpet outdoors on a Sunday? That's a very old law ( from the 1700's) which is *still* on the statute book.......

    In Paris it's the opposite, and great fun ; poss tu use bike lanes, bus lanes, main urban road ; no need for an insurrance since most of the time it's covered BY YOUR HOUSE INSURANCE. and tons and tons of bie lanes opened the last 12 months or so. sometimes the whole street is dedicaded to this "mobilité douce" (soft/sweet mobility). Rue de Rivoli for instance. Tons of fun, way faster then a bus, no insurance since most of us are already covered !

    The government could make a e scooter license that we have to abide by the rules or get fines and points or lose the licence. Everyone is happy because we can ride our scooters and the government get money from the fines and licenses. It's a great little money earner after the covid crap Plus we cut down emissions.       @@A_S_100 Agreed. And a safe upper speed / power limit on scooters on the roads would then be something like 25mph (or 30) combined with 750W or 1000W. It's not hard to do, and could easily be combined with a basic insurance requirement which should not be that expensive.

    As somebody who might or might not ride a scooter in uk, the biggest problem i see is not only archaic laws, but terrible infrastructure for both cyclist and pev users. All this talking about environment, but I dont see bike lanes being build anywhere nearby.

    I have an ebike and it’s restricted to 15.5mph and it stops assistance at 15.5mph, I can dial in how much assistance I would like and on turbo setting the bike is quick, however the story continues as I’m now at 15.5mph with very little effort and that allows me to pedal without assistance up speeds greater than 15.5mph as the motor has de-clutched and is a normal bike, so I’m travelling along above 15.5mph using my own steam only to be passed by a group of Tour de France fans on their super quick steeds, not one bell ring between them may I add as it gives me a start let alone the poor pedestrians who have to share a path. My point is we ride bicycles quicker and more recklessly than the slower scooter but the scooter is penalised? Why? I don’t understand why the government hasn’t tackled this issue into a fantastic mobility solution. My rant is over. Great production by the way 👍

      It’s not about speed. An ebike is basically a bicycle which gets some assistance from an electric motor. The maximum size and power of the motor is defined and has to cut out when the speed exceeds 15.5 miles per hour.
      An electric scooter has no legal specification in U.K. law. It’s easy to say we should make them legal but what exactly is an electric scooter? They are more like cars than bicycles. The scooters going around may be limited to 15.5 miles an hour but what if someone sells one that goes 20, 30,40 or 100 miles per hour, should those be legal? What about if someone puts a seat on or has a foot throttle rather than a hand throttle. What about if they make one big enough for two people to stand side by side . At what point does the scooter become a motorbike or a small car?
      Then there is the safety aspect, how many accidents are too many, are our potholed roads safe for small wheeled machines. If the government makes them legal are they taking responsibility for their safety? Do they need insurance ? What about helmets , elbow and knee pads?
      Already there are reports of people being killed by electric scooters and they are not legal yet. Is that going to get worse if they are legalised? Are people going to accept the consequences ?
      It’s not a simple matter of saying yer go on make electric scooters legal because we allow electric bikes.

    Had my e-scooter seized by police on Friday evening at approx 6pm coming home from work in Chelsea area. Unmarked police car pulled me over, 3 officers inside were polite and fortunately they didn't fine me/give me points, though they said that they had to confiscate the scooter. (It was only a Bird Air so not too expensive)
    They said that they are doing a massive crackdown over the next months - no more giving people "warnings". They told me that on that evening alone there were 9 unmarked police cars in the area on the lookout for poor e-scooter riders like us! Going to be lots of heightened activity over the coming months :( Scooters need to be made legal asap!

      The police get called racist because they adopt a racist policy not because they go after knife crime.
      It's simple really, an institutional racist is someone who uses their position to attempt to further their agenda, in this case we are talking about the police.
      It's a tough job, but treat everyone exactly the same and they will get respect, target people just because of their skin tone or their hair type and that respect is quickly lost.
      If you see two people riding a scooter one is black or brown the other is white, don't just target the black or brown people, take them all down or leave them all alone.
      London does not like crime but when you have stupid laws, such as criminalising marijuana and turning people into criminals just because they ride an Escooter then you clearly should expect some serious push back from the people.
      It's not a racial thing and it's not a criminal thing it's simply a people thing, Escooters are a fantastic form of transport, cheap easy to maintain and reasonably priced to buy.
      They have been around for over 100 years, and were predicted to be on the roads way back in the fifties taking over from the car due to high traffic problems, yet here we are 2021 and you are classed as a criminal just for riding an escooter.

    In Belgium it's covered by the Family insurance; which is the same insurance that covers damages to third parties for you and your family. Damages such as breaking a glass window of your neighbor with a football, or colliding with a parked car on your bike. Typically small damages. It also covers electric scooters, hoverboards, mono wheels, etc.. even drones up to 1kg.

If you cause an accident where someone dies and you're in the wrong, you'll be charged with unvoluntary manslaughter which could result in heavy fines and prison time. It's the same if you were to cause an accident with your car and some dies... But yes, the insurance will cover damages to the victim or next to kin in case of death.

    Yesterday, 15th June, I was finally unable to avoid getting into one of the Police traps, just under the Embankment Bridge in London. Got called over, along with other two scooters and one electric longboard. Got a nice officer though, who gave me a nice £50 ticket for riding on the bike lane. Now I'm riding the expensive TFL train from zone 5 to 1 until my e-bike arrives. I am feeling the three ruptures from my budget coming together. Catch is: I was civilised and honest with the officer and there is a chance the fine will turn up to be just a first offence warning. He said he knows the law is absurd and old and that we need to catch up (to the rest of the Earth, I might add). Also said we have to wait another year for the legalisation, so I don't have to get rid of my beautiful Ninebot Max just yet. After he let me go, I signalled other scooters about the blockade under the bridge but they chose to be brave instead. When the e-bike will arrive, both my credit card and my mind will be at peace.

      Unfortunately I Got into the trap too near the Big Ben, after using it for 3 years. The law as well as the public e scooter are so lame. The whole reason why this scooter is so popular because London transportation is way too expensive! It takes me one hour to work taking tube, but only 30 mins with the scooter! News about Drink, erratic users are all over the news but the truth is majority of the users are civilised working people trying to get to work!!!

      good point. But not being insured does not mean that you can cause damage with out putting it right. Third party insurance for a bicycle or ebike would be cheap. Often the reason cyclist don't have insurance is because it is hard to find third party insurance, it is generally bundled in with theft insurance and that puts the premium up considerably as bikes are easy to steal and hard to secure.

      Legal e bikes are only power assisted. If you stop pedalling the motor cuts out. Do this with an e scooter and you've just got a push scooter...which are also legal and don't require insurance. If its a mechanically powered vehicle on the road you should have insurance. For other people's benefit if not your own.

      Luckily I don't live in England, but I never ride on the pavement. If I have to, I just walk with the pedestrians, my escooter just next to me. Not a big deal, everybody can walk. But thanks to my escooter I can ride around Warsaw for about 50 kms every day, there are a lot of bicycle lanes but not everywhere. I love my freedom but on the pavement I just walk.

    Was driving on the side of the road in Liverpool, it was late, drunk drivers car was in the middle of the road police was surrounding the area, me and my mate was driving slow (walking speed) past the accident and the police told us to stop and fined us 300 and took the scooters, no warning was given out.

    I'm 48 and I started using an E-Scooter last summer- I've got quite into it, Upgrading my cheap scooter with suspension, better lights Etc. It's been a good positive hobby for me and It's been good for my mental and physical health too. I've had 1 very close shave when someone thought it was more important to stare at a car crash(Aka "rubbernecking") instead of controlling the car and stopping at the red light's they drove through and into me on a busy crossing that had the green light(man) and it was busy - with parents pushing prams and with children! luckily she saw me at about 15ish metres away, her car had good brakes and I was able to jump off out of the way as she hit the scooter at about 5ish mph- resulting in mild damage with a slightly bent handlebar stem, but If one of those children had been first to run across then I would dread to predict the consequences- And she was so delirious to what she had done she actually started shouting at me as though I was in the wrong until everyone else on the crossing shouted back at her -and then when I dusted myself off picked up the scooter she just drove straight off!
    I have not had any problems with the police here in Bradford so far- I guess It'd be a different matter if I was not wearing a helmet and riding in a dangerous way risking harm to myself and others, I do ride on the path or in pedestrianised areas sometimes but I do slow right down and always make sure those that have not seen me know I'm there and give way to everything else but only because it's (usually)safer than being on the roads in some parts of Bradford and the local police understand that and the fact they have bigger problems on the roads to deal with.     I wish the law was changed so private scooters are legal, but right now they are illegal to ride on the road or pavement. So you can't really be surprised if u get nicked for riding one. Just get an ebike until the law is changed, that's what I've done.

      I'm too used to my 30 mph beast. 15 is like walking speed. Plus they fit pretty much anywhere. Mopeds and faster e-bikes are pretty much obsolete with their size and weight. But can only do this in small towns. You'd certainly get nicked in London with that 😝

I go to see my grandma . To take care of her when mom is at work for her medicines. Rather then waiting on a bus which takes and hour and 45 min. I jump on my bike and get there in 25 minutes . Skipping traffic

Turns out this is an amazing transport, i use it everyday now, i can take it on the train to another city, hop off the train and explore the city in a fast and very fun way!     My electric scooter was a Birthday (48 years) present from my wife when the lockdown hit and I was at an all time low going from working at 100 mph for the past 26 years to 0 mph overnight due to furlough. Going out on my scooter once a day was a lifeline for me and it kept me sane. Now I’m back off furlough my scooter is gathering dust, not due to I not having time to ride it but the threat of points on my license would see me out of work as I need a clean driving license.
    I just can’t take the gamble on getting stopped by one of the police who’s maybe having a bad day.
    I’ve always ridden my scooter in a sensible manner and been courteous to traffic and people around me but to see others weaving in and out of traffic and going full speed on the pavements……. It’s wrong to tar every scooter owner with the same brush.
    Crux of it is, it’s a form of revenue for the police and we are easy picking.
    I’m holding on to my scooter, i love it so I’m hoping someone higher up see’s sense and sorts this out. I’d be more than happy to take out insurance and have a licence plate on my scooter if it means I can get back out on it legally.

      My guess, the police will write so many tickets that the government will decide they like the income and keep scooters illegal. Which makes their actions a lie as their reasons won’t be backed by facts. But, if the scootering public can catch the police falsely ticketing with video proof, i’m sure defense lawyers can aid the scooter riding public.

    We finally found a way to get around which: pollutes a lot less, doesn’t create traffic, prevents the spread of coved during travel time, and most importantly brings some joy riding. And instead of the government working for us, they want to take it all away with ridiculous sanctions (even for 1st offence, about £450 fines + 6 points on the license). Its also sad to see police time being wasted on such idiocies. 4 policemen to catch a couple of scooters, bare in my mind that they can only fit 3 or 4 scooters max in their van. So after they stopped 3 they have to drive all the way back Perivale to drop them off to start again. All this time and police force could be used to survey dangerous areas, help the elderly during this pandemic. It could be used to actually make women feel safe walking home alone, it could help with bikes being stolen, the list goes on. For the sake of public opinion on the government I seriously hope they will legalism them soon, because after handling covid so poorly, bassicly destroying the economy they have some proving to do, this could be the step forward.

    Pretty sure it's illegal to treat two groups differently under the law - if a rental scooter is ok, an owned scooter should also be ok, otherwise the law is prejudicial. The fact that one is insured and one is not is also irrelevant as it's the law's fault that the private scooters cannot be insured. As such, perhaps everyone who's had a fine could get together and challenge the law, with the aim of getting both equality under law, but also getting all the fines repaid and all points nullified (unless they were for reckless driving/endangerment or other antisocial riding).
    On top of that, why is it legal to ride an ebike, but not a scooter? Again, that could be seen as prejudicial, and as such it may already be illegal to ban one and not the other.

    I've got a 60 mph scooter in the US. I ride safe/responsible and slow to a crawl when around pedestrians but if I'm pulled over for nonsense I'm probably just gonna take off and go offroad. Riding is fun, just let me live 😑

    Absolutely pathetic, isn’t it. All about money making so that Boris’s ex handler and the Director of Deliveroo can monopolise on rental scooters!
    Rental riders smash the scooters about, go full speed everywhere and dump them as obstructions to others. They never wear helmets and pads/gloves. And they start off for the first time in busy city centres - no wonder they all ride on the pavements!
    Private owners have to ride at full speed just to reduce the chance of getting caught by cops (who should be catching criminals). Private riders have the wrong mentality because they’re always on the lookout for cops, which reduces their concentration. It’s just like when Gatso speed cameras came out - car drivers were paranoid and looking out for them, then slamming on the brakes at the last second, causing crashes. Gatso’s were grey and hidden until it was demanded that they be made bright yellow.
    LEGALISE THEM and there won’t be any issues. You don’t need 32 trials to collate data - especially when the rest of the world already has them! Legalise them and let people have their own liability insurances.

    I suggest they do something similar to what they’ve done with drones. You have to do an quick online course, register your device, pay a nominal annual fee and get a registration number that you have to display?

    In Germany insurance nameplates for certified scooters and a minimum age of 14 have been implemented. It is only allowed to drive them on the road, no use on sidewalks.

    Of course they are stopping e-scooters riders because they are loosing money from us because we therefore are not using public transportation. I had my one seized and i had to pay £180 to get it back. This is outrageous... They gave me a leaflet saying that the policeman "might ask you to take your e-scooter HOME"(yeah right!)... 😡🤬

    Electric Scooters in themselves are not a problem, it is the irresponsible use of them that is the problem. Haven’t seen any user using these scooters in a legal manner so I have to say that they are 100% being used in an irresponsible manner.

    It's purely because the government is trialing scooter hire in big cities like London and they want people putting their money into government coffers rather than owning their own scooter, until they pass a law requiring tax and safety certification, like an MOT for scooters this will carry on. Taxation of the general public is at the forefront of any action taken by Boris and his cronies.

    You can rent one and use it, but you can't buy one and use it. I'm too old to use one unfortunately and disabled, but seeing young people buzzing around on them and being environmentally friendly and also not stuck on public transport and just getting to where you want to be, sounds fecking crazy to me. There will be accidents, but you can have them walking. Get on them feck the law and enjoy yourselves, as your only young once. I wish I was scooting along beside you all.

    All total BS.
    I have a full Car license, I have a full Motorcycle license, I am over 21 ffs!
    I bought and paid for my Scoot, I paid VAT on it. I enjoy riding it, I use cycle lanes, I may actually start using the pavement if I reduce the risk of losing my License. The weather is great, we should be allowed to enjoy it.
    The Nanny state in the UK needs to sop and the Police need to do what we all pay them to do.
    I'm going to Court If I get a tug. Fight these Tyrants, every step of the way!
