its a gyaru makeup technique to enlargen your eyes, aswell as colored contacts in her eyes that makes it look bigger
Its not a filter. She has naturally big eyes, then she has makeup that majorly accentuates them and on top of that she's wearing big contacts (these are THE thing you want if you're going for a big eye look.. it makes a huge difference).
and ppl will still deny that gyaru took inspiration from black women 🙄
