According to Seerowpedia: part of the official story of this game is that Ax is being held captive on a Yeerk ship, so there is a story-reason why you can't play as him. However, there is absolutely no reason why Tobias is absent. They could've at least added one more flying level, where you play as Tobias. They even could have swapped out the bat for a red-tailed hawk, and called that the Tobias level. That way he's only there briefly, but he's in the best level of the game! (I'm taking your word for that, I haven't played it.)
I didn't even think about Tobias replacing the bat!
Regarding Ax... I don't remember the game ever saying that. You'd think it would be a pretty important thing to mention
Is nobody going to give an honorable mention about how amazing the soundtrack for this game is? The Swamp track is especially the banger!

i cant remember if i've left this comment before, but in order for me to play Know the Secret, i had to "sail the high seas" for it...

It's definitely a game for masochists!
The soundtrack is definitely a redeeming factor in this game! You should especially check out the track in The Swamp level!
