You shouldn't activate your IEC work permit until you secure a job. Enter Canada as a visitor, look for a job, and once you get an offer, leave and reenter form the US and activate the work permit (make sure you have 12 months of health insurance). That way, you'll have 12 months of work experience in Canada.
One more thing, when entering Canada as a visitor make sure you clarify the border services officer that you will NOT be working. Although it’s legal to look for jobs as a visitor in Canada, it is illegal to work. Only when you reenter Canada with a job offer to activate your IEC work permit, you should mention that you’ll be working in the country.
